Bala and Dharma in Kṣatriya Governance (बल-धर्म सम्बन्धः)

युधिछ्िर उवाच आशभ्यन्तरे प्रकुपिते बाहरी चोपनिपीडिते । क्षीणे कोशे श्रुते मन्त्रे कि कार्यमवशिष्यते,युधिष्ठिरने पूछा--पितामह! यदि बाहर राष्ट्र और दुर्ग आदिपर आक्रमण करके शत्रु उसे पीड़ा दे रहे हों और भीतर मन्त्री आदि भी कुपित हों, खजाना खाली हो गया हो और राजाका गुप्त रहस्य सबके कानोंमें पड़ गया हो, तब उसे क्या करना चाहिये?

యుధిష్ఠిరుడు అన్నాడు—పితామహా! లోపల ఆశ కలతచెందినప్పుడు, బయట శత్రువులు బలంగా నొక్కిపెడుతున్నప్పుడు, ఖజానా క్షీణించినప్పుడు, రాజు గోప్యమైన మంత్రణ అందరికీ తెలిసిపోయినప్పుడు—అప్పుడు అతనికి ఏ కార్యమార్గం మిగులుతుంది?

The verse frames an extreme test of rājadharma: when internal morale collapses, external enemies press, finances are depleted, and secrecy is lost, a ruler must still seek a remaining dharmic course—prioritizing survival of the polity through prudent counsel, restoration of order, and ethically grounded strategy rather than despair.

In the Śānti Parva dialogue, Yudhiṣṭhira questions Bhīṣma about governance. Here he presents a worst-case scenario for a king—internal turmoil and anger, external oppression, an empty treasury, and leaked state secrets—and asks what action is still possible.
