भीष्म उवाच
The verse emphasizes unwavering devotion and reverence to Rudra (Śiva), portraying him as universally honored—even by opposing cosmic groups (Devas and Dānavas)—and suggesting that steadfast worship is a powerful ethical-religious practice.
Bhīṣma, in his discourse, describes continual prostration to Rudra and underscores Rudra’s universally acknowledged greatness by stating that he is revered in immense, hyperbolic numbers and accepted by both gods and Dānavas.
