Educational Q&A

The verse teaches that a ruler should maintain a carefully organized intelligence network at home and in hostile territories, even using agents who adopt convincing religious or heterodox disguises, because information is a decisive instrument of political power (artha/rajanīti).

Kāṇika is giving hard-edged political counsel, urging the strategic placement of spies in both one’s own and the enemy’s realm, specifically recommending undercover agents who can move unnoticed by posing as ascetics, sectarians, or similar figures.
