It frames the Shaiva path as beginning with śaraṇāgati—approaching a refuge-worthy sage for right knowledge and practice, which culminate in proper Shiva/Linga upāsanā.
Indirectly, it points to Shiva as Pati (the ultimate Protector): the distressed pashu seeks refuge first in a realized teacher, the channel through which Shiva’s saving knowledge and grace operate.
The practice highlighted is guru-śaraṇa (taking refuge in a competent ṛṣi), the prerequisite for receiving Pāśupata-oriented discipline, mantra, and Shiva-pūjā method.
