मंत्रहीनविधिं युद्धं धर्मं च दयया विना । पृथ्वीं भूपालहीना वा मंत्रही नोयथा नृप ॥ १५ ॥
maṃtrahīnavidhiṃ yuddhaṃ dharmaṃ ca dayayā vinā | pṛthvīṃ bhūpālahīnā vā maṃtrahī noyathā nṛpa || 15 ||
அரசே, அமைச்சர்கள் இல்லாத அரசன் பயனற்றது போல; முறையும் ஆலோசனையும் இல்லாத போர், கருணையில்லாத தர்மம், காவலராஜா இல்லாத நிலம்—இவை அனைத்தும் வீணே।
