इति वाचा मधुरया शलक्ष्णया सोपचारया । स्वरश्मीनभ्यवसृजेद् योगमाधाय कालवित्
iti vācā madhurayā śalakṣṇayā sopacārayā | svaraśmīn abhyavasṛjed yogam ādhāya kālavit ||
இவ்வாறு இனிய, மென்மையான, மரியாதைமிகு சொற்களால்—காலமும் சூழலும் அறிந்த அரசன்—தக்க யுக்தியை மேற்கொண்டு செயல்பட வேண்டும். கடுமையால் அல்ல; அன்பும் சமாதானமும் கலந்த இனிய வார்த்தைகளால் விளக்கி, உரிய முறையைப் பின்பற்றி நாட்டின் தேவைக்காக வீடுவீடாகச் சென்று செல்வச் சேகரிப்பதற்கு தன் பணியாளர்களையோ காலாட்களையோ அனுப்ப வேண்டும்.
