பீஷ்மர் கூறினார்—யுதிஷ்டிரா, அரசைக் காக்கும் வழிகளில் இவையும் உள்ளன: நகரத்தை உறுதியாகப் பாதுகாத்தல், பிறர்மீது கண்மூடித் நம்பிக்கை வைக்காமை, நகரவாசிகளிடையே உருவான குழுக்களையும் கூட்டங்களையும் கலைத்தல், மேலும் பகைவர், நடுநிலையோர், நண்பர்—இவர்களையெல்லாம் உரிய முறையில், நன்கு அறிந்து கண்காணித்தல். இத்தகைய விழிப்பும் விவேகமும் கொண்ட ஆட்சி, நாட்டை உள்ளிருந்து சிதையாமல் காக்கும்; வெளிப்புற அச்சத்தையும் தடுக்கிறது।
