Prosperity is unstable and does not remain with one who is agitated, arrogant, or improperly behaved; therefore a ruler (even Indra) should cultivate calmness and self-restraint to be fit for Śrī (fortune).
Śakra (Indra) is being admonished not to repeat a certain improper conduct and is urged to become calm; the speaker warns that Lakṣmī/Śrī, recognizing such a flawed state even in him, will swiftly leave and go to another.
