परं विश्वासयेत् साम्ना स्वशक्तिं चोपलक्षयेत् । आत्मन: परिमर्शेन बुद्धि बुद्धया विचारयेत्
paraṁ viśvāsayet sāmnā svaśaktiṁ copalakṣayet | ātmanaḥ parimarśena buddhiṁ buddhyā vicārayet ||
அரசன் முதலில் இனிய சமாதான வார்த்தைகளால் மக்களின் நம்பிக்கையைப் பெற வேண்டும். அதேவேளை தன் வலிமையையும் உரிய முறையில் வெளிப்படுத்த வேண்டும்; பின்னர் தன்னாய்வு செய்து தெளிந்த அறிவால் ஆராய்ந்து செய்ய வேண்டியதைத் தீர்மானிக்க வேண்டும்.
