Bhṛtya-niyoga: Role-appropriate appointment of servants and protection of the royal treasury (भृत्यनियोगः कोशरक्षणं च)

युक्तचारं स्वविषये संधिविग्रहकोविदम्‌ । राज्स्त्रिवर्गवेत्तारं पौरजानपदप्रियम्‌

bhīṣma uvāca | yuktacāraṃ svaviṣaye saṃdhivigrahakovidam | rājñas trivargavettāraṃ paurajānapadapriyam ||

பீஷ்மர் கூறினார்—அரசன் தன் கடமைவட்டத்தில் ஒழுக்கம் காத்து நடப்பவனை; சமாதானம் செய்ய வேண்டிய நேரமும் பகைத் தொடங்க வேண்டிய நேரமும் அறிந்து தேர்ந்தவனை; அரசனின் மூன்று இலக்குகள்—தர்மம், அர்த்தம், காமம்—இவற்றை அறிந்தவனை; நகரமும் நாட்டுப்புறமும் இரண்டிலும் மக்களுக்குப் பிரியமானவனை அமைச்சனாக நியமிக்க வேண்டும்।
