The verse praises the ethical stability of true renunciants: they are consistently harmless (nirupadrava), free from possessiveness (aparigraha), and steadfast in disciplined continence (brahmacarya). Such restraint is presented as a visible, lived form of dharma that reduces conflict and fear in society.
Bhima is describing a class of people—perpetual renunciants—highlighting their observable conduct. He points to their non-possessive, self-restrained lifestyle as evidence of a dharmic path characterized by peace and lack of disturbance.
