उत्पत्तिश् च निरोधश् च नित्यो भूतेषु सत्तम ऋषयो ऽत्र न मुह्यन्ति ये चान्ये दिव्यचक्षुषः
utpattiś ca nirodhaś ca nityo bhūteṣu sattama ṛṣayo 'tra na muhyanti ye cānye divyacakṣuṣaḥ
सत्तम, भूतेषु उत्पत्तिनिरोधयोः नित्यः क्रमः प्रवर्तते; अतः ऋषयः तथा दिव्यचक्षुषोऽन्ये च एतस्मिन् विश्वव्यापारे न मुह्यन्ति।
Sage Parāśara (teaching Maitreya)
It teaches that birth and destruction are not random events but an ever-recurring cosmic law; sages recognize this cycle as part of the ordered governance of reality.
He states that those with true insight (ṛṣis and divyacakṣuṣaḥ) understand the perpetual pattern of arising and passing away, so they do not mistake transient forms for the ultimate.
Even when the verse speaks of cosmic processes, the Vishnu Purana frames such order as grounded in the Supreme Reality—Vishnu—who remains sovereign and unchanged while worlds cycle through manifestation and dissolution.
