शल्य उवाच
When a ruler or powerful agent becomes fixed in sinful intent (pāpaniścaya) and turns fierce (raudra), dharma calls for decisive restraint and protection of the threatened order; moral urgency justifies swift appeal to rightful authority.
The speaker urgently approaches Śakra (Indra) and petitions him to act immediately by killing Nahusha, portrayed as terrifying and morally corrupt, implying an imminent danger that requires divine intervention.
