Legitimate rule is affirmed through dharmic procedure: public, auspicious consecration supported by the wider polity. The verse emphasizes orderly recognition and ritual propriety over mere power.
Vāyudeva foretells or instructs that royal sons and daughters will arrive bringing all items needed for an abhiṣeka—vessels, herbs, seeds, gems, and plants—signaling a formal, widely endorsed elevation of the addressed person.
