brahmacaryeṇa ghoreṇa gurvācāreṇa sevayā | vedān adhītya dharmeṇa rājaśāstraṃ ca kevalam ||
ब्रह्मचर्येण घोरेण गुर्वाचारेण सेवया। वेदानधीत्य धर्मेण राजशास्त्रं च केवलम्॥

True qualification—especially for leadership—rests on disciplined brahmacarya, respectful conduct toward the teacher, and humble service, together with Vedic learning pursued in harmony with dharma and practical training in rājaśāstra (governance).
Ambarīṣa is describing the foundations of his formation: austere student-discipline, guru-centered conduct and service, and the study of the Vedas and royal polity, presenting an ideal model of ethical preparation for rulership.
