This verse is a colophon indicating the completion of a chapter that instructs how a victory-seeking king should conduct himself—framing kingship as an ethical discipline governed by rājadharma rather than mere power.
Within Bhīṣma’s discourse in the Śānti Parva, the text closes a chapter of the Rājadharmānuśāsana section; it signals that the preceding instruction on royal conduct aimed at victory has concluded.
