The verse teaches that as long as a being remains bound by karma, it continues to revolve through saṃsāra like a wheel—taking births in accordance with its actions and experiencing recurring suffering when karmic results mature. The ethical implication is that one should cultivate right conduct and liberating knowledge/renunciation to end this cycle.
Nārada is speaking in a didactic context within the Śānti Parva, describing the condition of the bound soul. He uses the image of a wheel to explain the repetitive, cyclical nature of worldly existence driven by karma and its fruition.
