प्रलय-प्रक्रिया (Pralaya Process) — Guṇa-Withdrawal and Pratisaṃcara
इन्द्रने कहा--देवि! मेरेद्वारा स्थापित की हुई आपको समस्त प्राणियोंमेंसे जो भी पीड़ा देगा, वह मेरेद्वारा दण्डनीय होगा। मेरी यह बात वे सब लोग सुन लें ।। ततस्त्यक्त: श्रिया राजा दैत्यानां बलिरब्रवीत् | यावत् पुरस्तात् प्रतपेत् तावद् वै दक्षिणां दिशम् | पश्चिमां तावदेवापि तथोदीचीं दिवाकर:
śakra uvāca—devi! mayā pratiṣṭhitāyāḥ tvāṃ sarva-prāṇiṣu yo 'pi pīḍāṃ kariṣyati sa mayā daṇḍanīyo bhaviṣyati; etad vacanaṃ mama te sarve janāḥ śṛṇvantu. tataḥ tyaktaḥ śriyā rājā daityānāṃ balir abravīt—yāvat purastāt pratapet tāvad vai dakṣiṇāṃ diśam, paścimāṃ tāvad evāpi tathodīcīṃ divākaraḥ.
इन्द्र उवाच—देवि! मया प्रतिष्ठितां त्वां सर्वभूतेषु योऽपि पीडयेत् स मया दण्डनीयः। इदं मे वचनं सर्वे शृण्वन्तु॥ ततस्त्यक्तः श्रिया राजा दैत्यानां बलिरब्रवीत्—यावत् पुरस्तात् प्रतपेत् तावद् वै दक्षिणां दिशम्। पश्चिमां तावदेवापि तथोदीचीं दिवाकरः॥
श॒क्र उवाच
Legitimate authority is tied to protection: Indra publicly commits to safeguarding the goddess he has established and to punishing any harm done to her. The verse links dharma with accountability—power must function as a deterrent against injury and as a guarantee of security.
Indra proclaims before all that anyone who troubles the goddess will be punished by him. Immediately after, Bali—described as having lost his prosperity—speaks, invoking the Sun’s reach across the quarters, suggesting a claim or description of extent and domain measured by the cosmic order of directions.
