The verse praises a divine figure through ethical-ascetic ideals: enduring tapas, unwavering resolve (vyavasāya), and tireless vigilance (atandrita). It implies that true power is grounded in discipline and steadfastness, not in laziness or wavering intent.
Vāyudeva is describing (eulogizing) a formidable, eternal, mountain-abiding deity with vast, sky-like presence and immense capability (thousand hands), emphasizing his victorious nature and determined, untiring conduct.
