Anuśāsana-parva 17
लोकपालोडन््तर्तितात्मा प्रसादो हयगर्दभि: । पवित्र च महांश्नैव नियमो नियमाश्रित:
lokapālo ’ntarhitātmā prasādo hayagardabhiḥ | pavitraṃ ca mahāṃś caiva niyamo niyamāśritaḥ ||
वायुरुवाच— स लोकपालोऽन्तर्हितात्मा प्रसादपूर्णः सदैव। हयगर्दभयुक्तेन रथेन स विचरति। स पवित्रो महान् पूज्यः; शौचसन्तोषादिनियमपालनेन सुलभः, नियमाणां चाश्रयः शरणं च स एव॥
वायुदेव उवाच
The verse praises a divine guardian as inherently pure and gracious, and emphasizes that such a being is approached through niyama—ethical and spiritual disciplines like cleanliness and contentment—while also being the sustaining foundation of those very disciplines.
Vāyu is describing the qualities and signs of a revered, world-protecting divine figure: unseen in essence yet active, serene and gracious, associated with a chariot-team, and characterized by purity and greatness, with access to him framed through disciplined observance.
