Rudra-Śiva: Names, Two Natures, and the Logic of Epithets

A true saṃnyāsī should avoid forming new attachments through fixed residence—whether to one place, one village, or even a habitual resting spot—and should live in freedom from clinging, moving about without possessiveness.
Śrī Maheśvara is giving prescriptive guidance on the conduct (ācāra) of a renunciant, emphasizing non-attachment expressed through non-settled wandering and the avoidance of habitual dependence on a single locality.
