It teaches that devotion becomes complete when it is expressed through disciplined, reverent service (upacāra) offered in the proper order—culminating in naivedya—so the worshipper’s intention, purity, and obedience to dharma align with Śiva’s grace.
The verse describes standard pūjā-sequence for Saguna worship—serving Śiva through tangible offerings like gandha (fragrance) and naivedya—commonly performed before the Śiva-liṅga as the accessible form through which the Lord accepts devotion.
Perform Śiva-pūjā with the prescribed upacāras (fragrance, flowers, etc.) and then offer naivedya prepared in a ritually pure manner; inwardly, maintain one-pointed devotion while offering, as if personally serving the Lord.
