senājīvaiś ca kauravya tathā viṣayavāsibhiḥ

Translation

О Каурава, от этого зависит пропитание войска и так же — жителей царства; потому следует управлять этим с дальновидностью, чтобы царская политика поддерживала и ратную силу, и народ, живущий в стране.
