Cosmic Appointments, Viṣṇu’s Vibhūtis, Fourfold Operation, and the Symbolism of Ornaments and Weapons
कालस् तृतीयस् तस्यांशः सर्वभूतानि चापरः इत्थं चतुर्धा संसृष्टौ वर्तते ऽसौ रजोगुणः
kālas tṛtīyas tasyāṃśaḥ sarvabhūtāni cāparaḥ itthaṃ caturdhā saṃsṛṣṭau vartate 'sau rajoguṇaḥ

Sage Parāśara (teaching Maitreya)
The verse presents time as a primary factor within creation, indicating that cosmic manifestation proceeds in an ordered way through Kāla rather than as a random event.
Parāśara describes rajas as functioning “fourfold” during creation—emphasizing its role as the activating power that drives manifestation and the arising of beings within the framework of time.
Even when the verse discusses guṇas and time, the Purāṇic theology treats these as subordinate, ordered principles within Vishnu’s sovereign cosmic governance, aligning creation with a supreme, sustaining Reality.
