The verse teaches that the highest dharma is grounded in inner discipline—śama (mental tranquility) and dama (sense-restraint). Those who cultivate such self-mastery and live as the good do are said to reach the meritorious realms attained by virtuous people.
A divine messenger describes who is fit to attain exalted worlds: people who make supreme dharma their guiding aim and practice calmness and self-control, following the conduct established by the righteous.
