Jayadratha Approaches Draupadī in the Forest
Hospitality, Persuasion, and Reproach
The line frames a principle of governance: decisions affecting others—here, the Pāṇḍavas—should be handled through proper jurisdiction and the king’s own administrative sphere, emphasizing responsibility and orderly statecraft.
Karna is speaking to a king and, based on a preceding condition (“if it is so”), points to action involving the inhabitants of the king’s territory in relation to the Pāṇḍavas, indicating counsel on how the situation should be managed.
