The verse teaches that cosmic welfare depends on the disposition of the Supreme: divine favor sustains health and stability, while divine wrath brings widespread peril. Ethically, it underscores humility and reverence—recognizing a higher moral-cosmic authority as the ultimate refuge from fear.
Uttanka addresses the Supreme Person with praise and supplication, emphasizing that the world’s safety and danger hinge upon that being’s satisfaction or anger. The speech functions as a devotional appeal, seeking protection and the removal of fear through divine grace.
