तत: सम्मन्त्रयामास मन्त्रिभि: स महीपति: । हिरण्यवर्मा राजेन्द्र पाञ्चाल्यं पार्थिवं प्रति
tataḥ sammantrayāmāsa mantribhiḥ sa mahīpatiḥ | hiraṇyavarmā rājendra pāñcālyaṃ pārthivaṃ prati ||
Então aquele rei conferiu com seus ministros. Ó melhor dos reis, Hiraṇyavarmā buscou conselho sobre como deveria portar-se diante do soberano de Pāñcāla—que política e que modo de trato seriam corretos e prudentes naquela situação.
भीष्म उवाच
A ruler should not act impulsively in matters involving other kings; he should deliberate with qualified ministers and choose a course that is both ethically appropriate (dharma) and politically prudent (nīti).
Bhīṣma narrates that King Hiraṇyavarmā convenes his ministers and consults them about how he should deal with the Pāñcāla ruler, indicating a moment of policy-making and diplomatic decision.
