नारद उवाच
Good governance is framed as protection (pālana): a realm’s prosperity and excellence are linked to a capable guardian-ruler, here exemplified by Vāsuki safeguarding Bhogavatī, making it comparable to Indra’s Amarāvatī.
Narada is describing the Nāga-world and introduces Bhogavatī, the Nāga capital under Vāsuki’s protection, praising its splendor by comparing it to Amarāvatī, Indra’s foremost city.
