प्रागेव तु धनादानमनुभाष्य तत: पुन: । संनिपत्य स्वविषये भयं राष्ट्रे प्रदर्शयेत्
prāgeva tu dhanādānam anubhāṣya tataḥ punaḥ | sannipatya svaviṣaye bhayaṁ rāṣṭre pradarśayet ||
Disse Bhishma: Primeiro, o rei deve explicar de antemão a necessidade de recolher riqueza (por contribuições ou tributos). Depois, voltando, deve reunir o povo em seu domínio e fazê-lo perceber claramente o perigo que ameaça o reino—para que o apoio público e a prontidão nasçam do entendimento, e não da coerção.
