yas tu sarvam abhiprekṣya pūrvam evābhibhāṣate | smitapūrvābhibhāṣī ca tasya lokaḥ prasīdati ||
Mas aquele que, após observar a todos, é o primeiro a falar—e se dirige aos outros com um sorriso à frente—conquista a boa vontade das pessoas; o mundo ao seu redor se alegra e se dispõe favoravelmente para com ele.

Initiative in courteous communication—observing others, speaking first when appropriate, and addressing them with a smile—creates goodwill and social harmony; people naturally become pleased with such a person.
Śakra (Indra) is describing a mark of good conduct: a person who attentively regards those present and greets or speaks first, doing so with a smile, becomes well-liked and receives favorable regard from people.
