Daṇḍanīti and the King as the Cause of Yuga-Order (दण्डनीतिः राजधर्मश्च युगकारणत्वम्)
नदीमार्गेषु च तथा संक्रमानवसादयेत् । जलं विस्रावयेत् सर्वमविस्राव्यं च दूषयेत्
nadīmārgeṣu ca tathā saṅkramān avasādayet | jalaṃ visrāvayet sarvam avisrāvyaṃ ca dūṣayet ||
Bhīṣma disse: “Do mesmo modo, deve-se obstruir os canais dos rios e tornar inutilizáveis os vaus; deve-se escoar toda a água, e o que não puder ser escoado deve ser contaminado.”
