Strength (bala) should support dharma: the person who thoughtfully considers rightful authority (adhikāra) and its purpose (artha) deserves empowerment to carry out duty responsibly, not impulsively or selfishly.
A request is made to the gods to bestow the power needed for proper duty-fulfillment upon a discerning person; in response, Brahmā (the great deity) turns to the assembled gods and begins to instruct them.
