अमित्रा एव राजानं भेदेनोपचरन्त्युत । तां राजा निकृतिं जानन्‌ यथामित्रान्‌ प्रबाधते,जो वास्तवमें मित्र नहीं हैं, वे ही भीतरसे राजाके अन्तरंग व्यक्तियोंमें फ़ूट डालनेका प्रयत्न करते हुए ऊपरसे उसकी सेवामें लगे रहते हैं। राजा उनकी इस शठताको समझे और शत्रुओंकी भाँति उनको भी मिटानेका प्रयत्न करे

amitrā eva rājānaṃ bhedenopacaranti ca | tāṃ rājā nikṛtiṃ jñātvā yathāmitrān prabādhate ||

Bhīṣma disse: Aqueles que não são verdadeiros amigos—na verdade, inimigos secretos—aproximam-se de um rei com serviço exterior, enquanto trabalham para criar divisões em seu círculo íntimo. Reconhecendo esse engano, o rei deve contê-los e suprimi-los como faria com inimigos declarados, pois tal hostilidade oculta é especialmente perigosa para um governo conforme ao dharma.

Educational Q&A

A ruler must not be misled by outward displays of loyalty. Those who create internal divisions while pretending to serve are effectively enemies; recognizing such deceit, the king should check and suppress them to protect the integrity of governance and dharma.

In Bhīṣma’s instruction on rājadharma, he warns about courtly intrigue: false friends infiltrate the king’s inner circle and foment factionalism. Bhīṣma advises the king to identify this treachery and treat such persons as hostile threats.
