Ethical governance requires a triad: disciplined leadership (Sahadeva), spiritual insight and authority (Dhaumya as foremost knower of Brahman), and dharma-rooted competence in achieving legitimate worldly aims (Draupadī skilled in dharma and artha).
Vidura is characterizing key members of the Pāṇḍava circle, highlighting their qualifications—Sahadeva’s restraint, Dhaumya’s spiritual eminence, and Draupadī’s dharmic steadfastness and practical capability—thereby presenting them as fit supports for righteous conduct and sound counsel.
