When collective anger rises in a political assembly, a ruler committed to dharma should seek guidance from the wise and restrain escalation; ethical governance begins with discernment and counsel rather than impulsive reaction.
The narrator describes the kings’ assembly as vast and violently agitated like an ocean in a cosmic storm; sensing the dangerous mood, Yudhiṣṭhira turns toward the elder Bhīṣma to ask how to proceed.
