Viśvarūpa-darśana (The Vision of the Universal Form) —

The Lord is inherently impartial toward all beings—He does not hate or favor anyone. The ‘special closeness’ experienced by devotees arises not from divine bias but from their loving devotion, through which the Lord becomes personally present and manifest to them.
In the midst of Krishna’s instruction, a possible doubt is addressed: if devotion leads to attaining the Lord, does that imply partiality? Krishna resolves this by affirming His equal pervasion and impartiality, while explaining that devotion creates an intimate relationship in which the devotee abides in Him and He is revealed within the devotee.
