The verse emphasizes orderly governance: a ruler must properly organize and direct key pillars of the state—ministers, provinces, forts, and military—so that public welfare and security are maintained in accordance with duty and practical necessity.
A speaker addresses a Kuru leader, giving counsel on administration and security—urging that officials, territorial governance, fortifications, and troops be managed and deployed appropriately, reflecting prudent kingship rather than impulsive rule.
