Dhṛtarāṣṭra’s Instruction on Administration, Punishment, and Daily Governance
Even righteous counsel may not be received equally: a calm, disciplined mind can honour and assimilate guidance, while entrenched anger resists it. The verse implicitly commends receptivity and self-restraint as prerequisites for ethical action.
After hearing a statement of counsel, Arjuna is pleased and expresses respect and approval, whereas Bhīma—still intense in anger—refuses to accept the same words at that moment, revealing differing inner states among the brothers.
