The verse presents a theological-ethical portrait of the supreme power as the source of beings, the regulator of auspicious timing (especially for victory), and the cosmic ground in which all forms and all lights find their course—implying that success and order are aligned with a higher, all-pervading principle rather than mere human force.
Vāyu-deva is speaking in praise, listing epithets that describe the deity being extolled: terrifying yet majestic radiance, creative sourcehood, mastery over the right moment for triumph, lordship over the luminaries’ course, embodiment of siddhi (attainment), and possession of all forms.
