गोचर्ममात्रमालिख्य मण्डलं गोमयेन तु चतुरश्रं विधानेन चाद्भिर् अभ्युक्ष्य मन्त्रवित्
gocarmamātramālikhya maṇḍalaṃ gomayena tu caturaśraṃ vidhānena cādbhir abhyukṣya mantravit
O conhecedor de mantras deve traçar um maṇḍala do tamanho de um couro de vaca; moldá-lo como um quadrado segundo a regra prescrita com esterco de vaca purificado e, em seguida, aspergi-lo devidamente com água para a consagração.

It establishes the consecrated ritual-space (maṇḍala) for Linga-puja—purified with gomaya and sanctified by water—so the worship is performed in a ritually fit field aligned with śāstric injunctions.
By insisting on a purified, rule-governed maṇḍala, the verse implies Shiva as Pati—approached through dharma and mantra—where the bound soul (paśu) prepares a pure locus to loosen pāśa (impurity/bondage) and become fit for grace.
