देवाश्चैव तथा नित्यं मुनयश् च दिवानिशम् यजन्ति सततं देवं भास्करं भवमीश्वरम्
devāścaiva tathā nityaṃ munayaś ca divāniśam yajanti satataṃ devaṃ bhāskaraṃ bhavamīśvaram
Assim também os Devas, e do mesmo modo os sábios, dia e noite sem cessar, veneram continuamente o Senhor: Bhāskara, Bhava, o supremo Īśvara—Pati, que resplandece como luz interior e concede a libertação dos grilhões.

It establishes nitya-arādhana—continuous worship—as the ideal Shaiva norm: even Devas and Munis worship Śiva (Bhava) without break, implying that Linga-pūjā is a constant orientation of sacrifice and devotion toward the Pati.
Śiva is presented as Īśvara (Pati) and Bhāskara—the self-luminous revealer—indicating Shiva-tattva as the supreme, illuminating consciousness that governs and frees beings from pasha (bondage).
The verse highlights uninterrupted worship (satata-yajana): sustained pūjā/japa and inner recollection day and night, aligning with Pāśupata discipline where constant turning to the Pati loosens pasha and steadies the pashu toward liberation.
