दुष्टपौरजानपदो वा न्यायवृत्तिरन्यां भूमिं याचेत ॥ कZ_०७.१५.२४ ॥
Transliteration
duṣṭa-paurajānapado vā nyāya-vṛttir anyāṃ bhūmiṃ yāceta
Translation
Se a população urbana e rural for corrupta ou hostil, então aquele que se compromete com a conduta conforme a lei deve solicitar outro território (para residir/governar).
