The verse highlights fearless, accountable speech in a public forum: a warrior-leader must state his position openly to all responsible parties, without intimidation, especially when ethical and political stakes are high.
Dhṛṣṭadyumna instructs that his message be delivered in the Kuru assembly, explicitly naming key elders and champions—Bāhlīka, Kṛpa, Karṇa, Droṇa, and Jayadratha (with his son)—signaling a direct address to those shaping the coming conflict.
