अमात्यानामथो हर्षमादधात्यचिरेण स:,जो अपने प्रिय और सुखका परित्याग करके सम्पत्तिका अन्वेषण करता है, वह शीघ्र ही अपने मन्त्रियोंका हर्ष बढ़ाता है
amātyānām atho harṣam ādadhāty acireṇa saḥ |
ਵਾਯੂ ਨੇ ਕਿਹਾ— ਜੋ ਆਪਣੇ ਪਿਆਰੇ ਸੁਖ-ਆਰਾਮ ਨੂੰ ਇਕ ਪਾਸੇ ਰੱਖ ਕੇ ਧਨ ਅਤੇ ਸਾਧਨਾਂ ਦੀ ਪ੍ਰਾਪਤੀ ਵਿੱਚ ਜੁਟਦਾ ਹੈ, ਉਹ ਛੇਤੀ ਹੀ ਆਪਣੇ ਮੰਤਰੀਆਂ ਦਾ ਹੌਸਲਾ ਅਤੇ ਭਰੋਸਾ ਵਧਾ ਦਿੰਦਾ ਹੈ; ਇਸ ਨਾਲ ਦਿਸਦਾ ਹੈ ਕਿ ਸ਼ਾਸਕ ਦਾ ਸੰਯਮ ਅਤੇ ਮਿਹਨਤ ਰਾਜ-ਸੇਵਕਾਂ ਦਾ ਮਨੋਬਲ ਮਜ਼ਬੂਤ ਕਰਦੇ ਹਨ।
