Vāmadeva’s Rājadharma: Norm-Setting, Counsel, and the Prevention of Rāṣṭra-Vināśa (वामदेव-प्रोक्तं राजधर्मम्)
ये केचित् भूमिपतय: सर्वास्तानन्ववेक्षयेत् । सुहृद्धिरनभिख्यातैस्तेन राजातिरिच्यते
ye kecid bhūmipatayaḥ sarvāṁs tān anvavekṣayet | suhṛdbhir anabhikhyātaiḥ tena rājātiricyate ||
ਵਾਮਦੇਵ ਨੇ ਆਖਿਆ—ਜੋ ਵੀ ਭੂਪਤੀ ਹੋਣ, ਰਾਜੇ ਨੂੰ ਸਭ ਉੱਤੇ ਨਿਗਾਹ ਰੱਖਣੀ ਚਾਹੀਦੀ ਹੈ। ਜੋ ਰਾਜਾ ਲੋਕਾਂ ਨੂੰ ਅਣਜਾਣ ਭਰੋਸੇਯੋਗ ਮਿੱਤਰਾਂ ਰਾਹੀਂ ਸਭ ਰਾਜਿਆਂ ਦੀ ਹਾਲਤ ਤੇ ਮਨਸੂਬੇ ਗੁਪਤ ਤੌਰ ਤੇ ਵੇਖਵਾਉਂਦਾ ਹੈ, ਉਹ ਇਸੇ ਚਾਲ-ਚਲਨ ਨਾਲ ਰਾਜਿਆਂ ਵਿੱਚ ਪ੍ਰਮੁੱਖ ਹੋ ਜਾਂਦਾ ਹੈ।
