इति वाचा मधुरया शलक्ष्णया सोपचारया । स्वरश्मीनभ्यवसृजेद् योगमाधाय कालवित्
iti vācā madhurayā śalakṣṇayā sopacārayā | svaraśmīn abhyavasṛjed yogam ādhāya kālavit ||
ਇਸ ਤਰ੍ਹਾਂ ਮਿੱਠੀ, ਨਰਮ ਅਤੇ ਸ਼ਿਸ਼ਟ ਬਾਣੀ ਨਾਲ—ਸਮਾਂ ਤੇ ਹਾਲਾਤ ਨੂੰ ਜਾਣਨ ਵਾਲਾ ਰਾਜਾ—ਯੋਗ ਯੁਕਤੀ ਧਾਰ ਕੇ ਅੱਗੇ ਵਧੇ। ਉਹ ਕਠੋਰਤਾ ਨਾਲ ਨਹੀਂ, ਸਗੋਂ ਸਨੇਹ-ਭਰੇ ਮਨਾਉਣ ਵਾਲੇ ਬਚਨਾਂ ਨਾਲ ਸਮਝਾ ਕੇ ਉਚਿਤ ਉਪਾਅ ਅਪਣਾਵੇ ਅਤੇ ਰਾਜ ਦੀ ਲੋੜ ਲਈ ਘਰ-ਘਰੋਂ ਧਨ ਇਕੱਠਾ ਕਰਨ ਵਾਸਤੇ ਆਪਣੇ ਸੇਵਕਾਂ ਜਾਂ ਪੈਦਲ ਸਿਪਾਹੀਆਂ ਨੂੰ ਭੇਜੇ।
