विभज्य दण्डं रक्ष्यास्तु धर्मतो न यदृच्छया । दुर्वाचा निग्रहो दण्डो हिरण्यबहुलस्तथा
bhīṣma uvāca |
vibhajya daṇḍaṁ rakṣyāstu dharmato na yadṛcchayā |
durvācā nigraho daṇḍo hiraṇyabahulastathā ||
ਭੀਸ਼ਮ ਨੇ ਆਖਿਆ—ਦੰਡ ਨੂੰ ਵੱਖ-ਵੱਖ ਕਰਕੇ ਧਰਮ ਅਨੁਸਾਰ ਪ੍ਰਜਾ ਦੀ ਰੱਖਿਆ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ; ਮਨਮਰਜ਼ੀ ਨਾਲ ਨਹੀਂ। ਕਠੋਰ ਬਚਨਾਂ ਨਾਲ ਡਾਂਟ-ਫਟਕਾਰ ਕਰਕੇ ਰੋਕਣਾ ‘ਵਾਗਦੰਡ’ ਹੈ; ਅਤੇ ਬਹੁਤ ਸੋਨਾ ਵਸੂਲ ਕਰਨ ਵਾਲਾ ਦੰਡ ‘ਅਰਥਦੰਡ’ ਹੈ।
