परं विश्वासयेत् साम्ना स्वशक्तिं चोपलक्षयेत् । आत्मन: परिमर्शेन बुद्धि बुद्धया विचारयेत्
paraṁ viśvāsayet sāmnā svaśaktiṁ copalakṣayet | ātmanaḥ parimarśena buddhiṁ buddhyā vicārayet ||
ਰਾਜੇ ਨੂੰ ਪਹਿਲਾਂ ਮਿੱਠੇ ਸਮਝੌਤੇ (ਸਾਮ) ਨਾਲ ਲੋਕਾਂ ਦਾ ਭਰੋਸਾ ਜਿੱਤਣਾ ਚਾਹੀਦਾ ਹੈ। ਨਾਲ ਹੀ ਆਪਣੀ ਤਾਕਤ ਦਾ ਵੀ ਯਥੋਚਿਤ ਪਰਚਾ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ; ਫਿਰ ਆਤਮ-ਚਿੰਤਨ ਕਰਕੇ, ਸਾਫ਼ ਬੁੱਧੀ ਨਾਲ ਵਿਚਾਰ ਕਰਕੇ ਜੋ ਕਰਤੱਬ ਹੋਵੇ ਉਸ ਦਾ ਨਿਰਣੇ ਕਰੇ।
