Śānti Parva 116: Criteria for Royal Servants and Administrative Competence (भृत्य-गुण-प्रश्नः / राजसेवक-लक्षणम्)

कोष्ठागारमसंहार्यराप्तै: संचयतत्परै: । पात्रभूतैरलुब्धैश्व पाल्यमानं गुणी भवेत्‌

koṣṭhāgāram asaṃhārya-rāptaiḥ saṃcaya-tatparaiḥ | pātra-bhūtair alubdhaiś ca pālyamānaṃ guṇī bhavet ||

ਭੀਸ਼ਮ ਨੇ ਆਖਿਆ—ਜੋ ਅੰਨ-ਭੰਡਾਰ ਤੋੜ ਕੇ ਨਹੀਂ ਖੋਲ੍ਹਿਆ ਜਾ ਸਕਦਾ ਅਤੇ ਜਿਸ ਦੀ ਰੱਖਿਆ ਭਰੋਸੇਯੋਗ, ਸੰਗ੍ਰਹਿ ਵਿੱਚ ਤਤਪਰ, ਜ਼ਿੰਮੇਵਾਰੀ ਦੇ ਯੋਗ ਅਤੇ ਲੋਭ-ਰਹਿਤ ਲੋਕ ਕਰਦੇ ਹਨ—ਉਹ ਭੰਡਾਰ ਗੁਣਵਾਨ ਹੋ ਕੇ ਖ਼ੂਬ ਫਲਦਾ-ਫੂਲਦਾ ਹੈ।
